ORGANIZATIONAL LOCATION: This position is located in the Division of Financial Management, Accounting Branch, and Accounts Receivable section. The incumbent is responsible for the daily operation of the Accounts Receivable section. Incumbent is also expected to provide professional advice on accounting issues, UFMS system issues, and provide recommendations to the Accounting Officer and Financial Management Officer. The incumbent is expected to coordinate with the Accounts Payable staff, Accounts Receivable staff, Business Office staff, and Budget Staff, or Service Unit/Program staff on appropriate actions needed to resolve accounts receivable issues.

- Manages the program operations by ensuring the debt management policy and internal control systems are working as designed, instructions are followed, and assignments performed.
- Initiates personnel actions to address standards of conduct issues in a timely manner.
- Resolves operational problems within the accounts receivable section.
- Manages staff reporting functions to assure that required reports are accurate, and submitted to appropriate officials by the due dates.
- Performs other assigned duties in conjunctions with desired goals of the Accounts Receivable Section, Accounting Branch, and Division of Financial Management objectives.
- Occasional Travel
- Occasional travel may be required for training and/or work related duties.
- Relocation expenses are authorized and will be paid. You will be required to sign a one year service agreement. Failure to fulfill the one year service agreement may result in repayment of relocation expenses.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include oneof the following:
1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2.A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
GS-12: One (1) year of specialized experience equivalent to at least GS-11 grade level.
SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
EXAMPLES OF SPECIALIZED EXPERIENCE: Experience in reconciliation of receivables from the RPMS sources system to the UFMS, travel advances and emergency salary payments, cash management deposit tickets which are not fully reconciled. Experience in managing staff reporting functions to assure that required reports are accurate, and submitted to appropriate officials by the due dates. Experience in maintaining communication with operating officials at the Treasury, DFO, or Headquarters for the purpose of supplying financial data, securing information on accounting problems, and furnishing advice on accounting matters pertaining to overall operations. Experience in managing a program operations by ensuring the debt management policy and internal control systems are working as designed. Experience in assigning workloads, spot checking completed work to insure conformity with guideline or regulations, plans or adjusts work schedule activities to meet overall objectives, priorities, and deadlines.
Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
