The VA Black Hills Health Care System (VA BHHCS) is located in the beautiful Black Hills of Western South Dakota. VA BHHCS is a multi-campus health care system, with approximately 1100 employees, providing primary care, acute medicine, surgery, behavioral health, nursing home and domiciliary care from medical centers located at Fort Meade and Hot Springs, South Dakota as well as a staffed Community Based Outreach Clinic in Rapid City and numerous contracted and staffed clinics in Western South Dakota, Northern Nebraska and Eastern Wyoming.

The Accounting Technician is responsible for the detailed and efficient operation and control of day-to-day fiscal activities. The individual must be experienced in applying professional concepts and methodologies as well as knowledge in functional program characteristics and requirements. Responsibilities and duties include, but are not limited to:

  • Processes and establishes all obligations and adjustments ensuring proper fund source and costing.

  • Processes and establishes all payables through receiving reports and other means.

  • Always ensures proper separation of duties in all areas at all times.

  • Processes and establishes payment transactions using various electronic systems.

  • This includes all fee basis programs, payments to other government agencies, contract hospitals, state homes, employee travel, agent cashier replenishment, construction progress payments, prime vendors, etc.

  • Compares amount on documents with original obligation noting discrepancies and contacting certifying officials in the event of serious differences.

  • Annotates payment document with accounting entries and forwards for automated data processing.

  • Annotates obligation document with payment data.

  • Verifies all payment amounts by analysis of subsequently produced computer generated accepted document listing.

  • Payments are processed in accordance with the Prompt Payment Act, a strict payment timing process required by Congress, to avoid interest payments, lost discounts, and obtain credit due.

  • Processes and establishes all accounts receivable transactions ensuring proper information, to include collections, adjustments, write-offs, etc.

  • experience where you have researched or investigated problems or errors in an accounting and/or budget system

Specialized Experience GS7: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • working knowledge of a variety of interrelated steps, conditions, and procedures or processes required to assemble, review, and maintain accounting transactions;
  • working knowledge of extensive and diverse accounting regulations, operations, and procedures governing a wide variety of transactions to resolve nonstandard transactions, complaints, or discrepancies, provide advice, or perform other work that requires authoritative procedural knowledge;
  • working knowledge of a variety of accounting and budget functional areas and their relations to other functions to research or investigate problems or errors that require reconciliation and reconstruction of incomplete information, conducting extensive and exhaustive searches for required information or performing actions of similar complexity.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements:The work is primarily sedentary and may require some physical effort, such as standing, walking, bending, or sitting and lifting of objects such as files or cash boxes (not to exceed 25 lbs). Manual dexterity is required in operation of a calculator and/or other office machines.

Near the end of the month, quarter, and fiscal year there are stringent deadlines which must be met due to the accounting period closing and the system downtime for report generation. This tends to put pressures on the employee which can cause physical and psychological stress and fatigue.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-07 position you must have served 52 weeks at the GS-06 leveland for a GS-06 position you must have served 52 weeks at the GS-05 level.
