VA BHHCS is a multi-campus health care system, with approximately 1100 employees, providing primary care, acute medicine, surgery, behavioral health, nursing home and domiciliary care from medical centers located at Fort Meade and Hot Springs, South Dakota as well as a staffed Community Based Outreach Clinic in Rapid City and numerous contracted and staffed clinics in Western South Dakota, Northern Nebraska and Eastern Wyoming.

The incumbent serves as the Personal Identity Verification (PIV) Program Manager for the VA Black Hills Health Care System (Hot Springs or Fort Meade) under Police Service. The technical responsibilities for the program are to include fingerprinting for background checks of all employees, contractors, affiliates, and volunteers in accordance with Federal, State, County, City and Veterans Affairs rules and regulations originating in Federal Statutes providing for the physical protection of personal property on Medical Center grounds, protection of civil rights of all individuals while on federal controlled property, and in the preservation of the peaceful environment requisite to the operation of medical treatment programs.
Location: Police Service Line, Hot Springs and Fort Meade, South Dakota, VA Black Hills Health Care System
Work Schedule: Full time, 80 hours per bi-weekly pay period. Regular tour will be 9:30 AM to 6 PM but may include some nights and weekends.

Most of the time the incumbent is performing sedentary work. Typically, the incumbent sits comfortably to do the work. This position will require limited walking, standing, bending, climbing stairs, and carrying and/or lifting of light items such as papers and books. No special physical demands are required to perform the work. Working on off-tours, rotating shifts or regular overtime may be required. A driver's license is required for this position as the employee will need to travel between campuses with the VA BHHCS as well as various other sites.
Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-05 position you must have served 52 weeks at the GS-04 level.

Must possess one year specialized experience equivalent to GS-04. Specialized experience demonstrates experience issuing identification badges, completing office administration duties, and using communication equipment and communication skills. Please make sure your resume demonstrates your skills.
Four years above high school education. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. You must submit a copy of your transcript.
Equivalent combinations of education and experience are qualifying for all grade levels and positions for which both education and experience are acceptable. Only education in excess of the first 60 semester hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
