The VA Black Hills Health Care System (VA BHHCS) is located in the beautiful Black Hills of Western South Dakota. VA BHHCS is a multi-campus health care system, with approximately 1100 employees, providing primary care, acute medicine, surgery, behavioral health, nursing home and domiciliary care from medical centers located at Fort Meade and Hot Springs, South Dakota as well as a staffed Community Based Outreach Clinic in Rapid City and numerous contracted and staffed clinics in Western South Dakota, Northern Nebraska and Eastern Wyoming.

Duties

The Compliance and Business Integrity Specialist is responsible for performing a variety of technical and administrative functions under the Compliance and Business Integrity Officer (CBIO). Determines audit guidelines based on review of Directives and Central Office guidance for monitoring compliance with VHA administrative policy and directives associated with, but not limited to, Veteran eligibility and entitlement, medical record monitors, audits, and focused internal control reviews utilizing basic analytical techniques. Due to ongoing modifications in these programs, the incumbent will be required to exercise a great deal of analysis and interpretation in order to determine certain guidelines for auditing and monitoring. He/she will recommend actions to improve the quality of the data processes related to business integrity, compile and maintain appropriate management reports, and assist in maintaining good communication between the facility CBI Officer and other business owners.

The incumbent administers programs concerning such matters of Compliance and development and implementation of best business practices throughout the Medical Center. He/she administers improvement audit programs and recommends improvements derived from findings. The incumbent analyzes, evaluates, and advises on the effectiveness of work methods and procedures, organizations, space and manpower utilization, management controls, information and documentation systems and similar functions of management. He/she conducts or directs special studies to resolve administrative problems which arise in the normal operation of the facility's business practices. The CBI Specialist develops and prepares reports summarizing findings. The incumbent is responsible for assessing the equipment and technology needs of the section.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:

Specialized Experience:

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: work such as performing audits and analyzing monitors designed to assess the degree of compliance with legal and ethical business practices and regulatory obligations, preparing reports and presentations on monitoring and auditing results, knowledge of best business practices in a highly rural healthcare system, recommending actions to improve the quality of the data processes related to business integrity, and communicating with the facility officers and other business owners.

Applicants may substitute education for the experience required for the GS-09 level. This means the applicant must have a superior academic achievement master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or a LL.B. or J.D., if related, or Ph.D. or equivalent doctoral degree in a related field of the position to be filled.

Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

Physical Requirements:

The work is primarily sedentary. Typically, the incumbent may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items such as papers and/or books.

Time-in-grade: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level.
