This position is located in the Northern Plains Regional HR Office of the Indian Health Service, located in the Great Plains Area Office, and performs a variety of technical and administrative duties associated with recruitment, staffing, reduction in force, and other placement activities. The position will also supervise one HR Specialist and one HR Assistant. The duty station of this position will be in the Pine Ridge Service Unit located in Pine Ridge, SD. The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. Duties

Major Duties:

  • Carries-out all staffing and placement activities associated with the filling of positions and vacancies, to include advising and exercising a multitude of hiring authorities and policies (ie, Direct Hire, Excepted Service, Internal or Merit Promotion, and Delegated Examining).
  • Prepares job announcements, having worked with management on type of advertisements, nature of appointments, etc..
  • Receives & examines applications to make a qualification analysis (by utilizing the Office of Personnel Management Operating Manual for Qualification Standards for General Schedule positions), also resolving claims for priority consideration and referral preference in accordance with regulation and Agency policy.
  • Issues Certificates of Eligibles to management and reviewing and auditing those Certificates upon return.
  • Coordinates, by reviewing and auditing for compliance, Title 38 pay requests and other compensation proposals such as bonuses/incentives and advanced pay setting tools.

BASIC REQUIREMENT(S): GS-11:**One year of specialized experience equivalent to at least the GS-9 grade level; OR, Ph.D.; OR, equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

SPECIALIZED EXPERIENCE:Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE FOR THE GS-11:Utilization of delegated examining principles (DEU), merit promotion, and the full range of competitive and non-competitive placement authorities, ensuring accuracy and quality of finalized work products. Providing consultation services to internal and external customers, and management to include senior managers of an organization related to staffing/placement, recruiting, and retention. Experience in applying federal laws, regulations, guidelines and procedures governing all aspects of pay administration including pay setting procedures. Knowledge of Federal pay rates and systems to include the General Schedule and Federal Wage System. Experience with personnel systems to code, process, and track HR related actions. Experience responding directly to official inquires (ie., Congressionals, formal complaints, etc.). Knowledge of Prohibited Personnel Practices. Knowledge of the Merit System Principles

Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
