This permanent position of Budget Analyst is located at the Black Hills National Cemetery in Sturgis, SD. The incumbent, as a Budget Analyst, is responsible for formulation, execution, and adjustment to the Black Hills National Cemetery Operating Budget.

Please note that as provided for in the Master Agreement the FIRST area of consideration for this position will be permanent employees of the Black Hills National Cemetery, the SECOND area of consideration will be employees at other VA facilities, and the THIRD area of consideration will be 30% or greater disabled veterans.


Budget: The incumbent is responsible for all aspects of the cemetery budget including planning, reviewing monitoring, and executing the budget. He/she will compile, compare and review financial workload and other data to assist management in developing budget plans. Monitor and examine obligations for propriety and accuracy. Prepare performance reports such as variance reports and help insure fund control balances are in compliance with the Operating budget Plan. Maintain manpower statistical files and workload data. Update a variety of reports used for management of budget, travel, contracts, training, and other project programs.

Cemetery Representative/Public Affairs: Officiates at committal services and witness ceremonies, ensuring protocol and cemetery policies are followed as representative of Cemetery Director. Interacts with those attending services and witness ceremonies. Incumbent is responsible for helping to determine eligibility for interment using NCA and state regulations, policies, notices, directives, and handbooks. Schedules interments and committal services.

Administrative/Clerical: Assists in preparing and typing correspondence of a routine nature. Prepares and types necessary forms, reports, and other correspondence that directly affect the cemetery mission and operation with guidance from Cemetery Director. Files correspondence and locator cards. Sets up and maintains all office files both current and historical, be they correspondence, manuals, directives, memorandums, photographs, slides, computer discs, videos, and digital versatile discs using Operations Assessment and Improvement guidelines as directed by the Cemetery Director.

GS-9 is the full performance level for this position.

* Tour of Duty: Required to work Monday through Friday, 8:00 am to 4:30 pm. May include occasional weekends. Due to the mission of the National Cemetery, the cemetery cannot be closed for more than 2 consecutive days at any given time. Additionally, when a Federal holiday falls on a Monday or Friday, staff may be required to work on that holiday or a Saturday. All staff is required to work Memorial Day and Veteran's Day each year. Staff will be required to work overtime, weekends and holidays when necessary to meet the needs of the cemetery. Occasionally staff may be called back to the facility to perform emergency overtime work.

Specialized Experience:Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position. To be creditable, you must have one year of specialized experience equivalent to at least the next lower grade level of federal service. For the 0560 series, applicants must have one year of specialized experience at the GS-7 level. Examples of specialized experience consist of technical knowledge of budgeting, as well as procurement/purchasing regulations.

Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. These applicants must have held the GS-7 grade or higher for a year in order to meet this requirement for the GS-09 level of this vacancy. The grade may have been in any occupation but must have been held in the Federal service.

Physical Requirements: Sedentary work. Usually accomplished while the employee is comfortably seated at a desk or table worktop. However, periods of walking, bending, and stooping are required and the employee frequently carries light objects, such as papers and books. Incumbent may also be required to occasionally carry cremated remains in urns or similar containers weighing up to 25 lbs in the performance of Cemetery Representative duties. Incumbent is required to operate golf cart, sedan, or mini-van and carry a hand-held radio for communication.

  4. Ability to communicate both orally and in writing.

  5. Knowledge of computers and program to prepare statistical reports, justifications, etc.
